Informant School is a narrated four-course interactive PowerPoint Series with instructor comments.  You can read and follow along or just listen to the narration of all four PowerPoint presentations.  Each course has interactive segments reinforcing the methods presented.  The screening and rating exercise in Course #1 ensures you are selecting the best Potential Confidential Informants (PCI) available toward recruitment.  Video and audio clips in Course #2 and Course #3 guide you through the initial encounter, initial interview and recruitment proposition with a Potential Confidential Informant (PCI) and the subsequent debriefing interview of a registered Confidential Informant (CI).  Animated sequences on a map in Course #3 will assist you with surveillance detection on the driven route to contact and meet your PCI/CI.

By the end of the four-course curriculum, you will have screened and rated six PCI's.  You will have selected one of those six PCI's for further assessment toward recruitment, reviewed a Recruitment Proposition Diagram (RPD), one audio phone call recording and two video recordings of interviews with the selected PCI. You will have reviewed one video recording of the recruited CI being tasked and debriefed with specific CI collection directives after being operated for nine months.  Lastly, you will have reviewed the notes from the aforementioned interview of the CI and selected the best written report of interview for submission to the investigative file.

You will have a thorough understanding of the following four objectives:

Course #1 - The proactive approach to locating and screening the best Potential Confidential Informant (PCI) candidates for access, ability, willingness, discretion, 360 awareness, availability and suitability match to the Specific Informant Blueprint (SIB) prior to officer contact.

Course #2 - The utilization of a Recruitment Proposition Diagram (RPD), to develop a successful CI recruitment strategy, assessing potential CI gains, losses, motivations, reluctance and rebuttals toward recruitment.

Course #3 - Contact/meeting plans (locations, security protocols—officer/CI safety, contingencies, cover stories and communication devices), surveillance detection, and electronic surveillance (recorders and transmitters) and the direction of evidence and intelligence collection.

Course #4 - The production of accurately written reports to the investigative file without revealing the identity of the CI and indexing additional CI assessment data.

Informant School is traditionally a 3-day classroom course offered in Houston, Texas.  This modified PowerPoint presentation excludes the role-play, off-site surveillance detection, off-site elicitation, one of two Potential Confidential Informant recruitment and one of two report writing review exercises.  If you complete the four-course series and are willing to take the multiple choice/true-false examination, I will provide you with an e-Certificate of Completion listing 16 educational credit hours after you pass the test with a score of 80% or better.  The instructions on how to obtain the exam and certificate of completion are provided in Course #1 of the PowerPoint presentation.
