Students are to identify one key piece of legislation (and proposed bill) that is relevant to their Capstone problem (as identified in NUR 702). Students should select a proposed legislative bill that aligns with their Capstone problem/project

The Health Policy Analysis Paper should contain the following:

Overview of the health problem or issue:Discuss the problem and population affected by it and your proposed policies/legislation. Clearly identify a proposed bill based upon your identified problem/issue. (10 points)

Severity of the problem: Discuss the evidence behind the identified problem. For example, is there consensus among healthcare providers, policy makers, constituents regarding it’s severity and how to best deal with it? What would realistically happen if no intervention were implemented? Please be sure to cite all references to support your data. Keep in mind that your statements must be factually and scientifically correct, so if you are unsure about a claim being made, look it up and confirm the validity. (15 points)

Overview of the bill and Stakeholders: In this section, you should include an overview of proposed interventions (legislative bills, etc.) in terms of specific provisions. In proposing a bill, be specific and state exactly what the bill is intended to promote. Additionally, describe who the stakeholders are that could be affected in passage of the bill. Also, be sure to identify any current bills/legislation that currently exists. (15 points)

Promises/Expected Outcomes: Discuss who you propose to be the promoters of the bill. Describe what the promoters of the bill believe it will accomplish. Make sure to discuss what specific health outcomes may occur if the bill is passed. Discuss who may be for the bill and why they would be for it. Keep in mind that a group’s stated reason for being in favor of a bill may not be the real reason. For example, a group may say they are in favor of a bill due to public health benefits when in actuality, the group could benefit financially from its passage. Try to be as specific as possible as to how public health will be improved. (10 points)

Problems: Describe what individuals or groups could be opposed to the bill and why they could be opposed. Make sure to research special interest groups such as professional organizations, industry groups, etc. to see what type of lobbying efforts are being made with respect to your proposed bill. Again, keep in mind that some groups’ stated reasons for being opposed to a bill may not be the true underlying reason. (10 points)

Unintended Consequences: Describe the unintended consequences that could arise resulting from passage of your proposed bill. In this section, you should discuss unanticipated events that could go wrong if the bill was passed. (10 points)

Recommendations: What is your recommendation regarding this proposed bill from public health or health care finance perspectives? Make sure to back up your opinion with relevant evidence. (10 points)

Structure/style: Your paper should conform to APA style. Please be sure to proofread your paper carefully for spelling and grammatical errors. Additionally, keep in mind that an inability to understand what you are trying to communicate will lead to point deductions for the various categories listed above. Paper length is 3-4 pages. Please use APA level headings providing in this rubric for clarity. Please use Times New Roman or Arial 12 font, double space. (20 points)
