On or about 7 April 1945 the Nazi regime shut down Der Völkische Beobachter and the Neues Wiener Tagblatt, the two newspapers catering for the Vienna area. Propaganda programmes on the radio were becoming severely curtailed by power failures. The first exploratory talks on establishing a new generation of newspapers were taking place against a background where Soviet, U.S. and British soldiers and isolated groups of Austrian Resistance fighters were mopping up pockets of German Wehrmacht and SS units. Soviet planning for the occupation had made advance provision for the speedy reestablishment of the mass media.
