After the end of the First World War in 1918, the decisive political forces in Austria unreservedly supported parliamentary democracy and the abolition of the monarchy, but the mini-state met with great scepticism. The phrase 'the State nobody wanted' precisely expresses this doubt about the economic and nation-state viability of a state that with the break-up of Austria-Hungary had shrunk from around fifty to seven million inhabitants. The desire for 'Anschluss' with the now also democratically organized German Reich ran through all the political parties, but it was not accepted by the victorious Allied powers (France, the U.K. and the U.S.) in 1919 and met with only half-hearted support in Germany too.
