In Chamakkala, its action has been directed at incorporating the fringe-dwelling population at the coast into its planning, development and regulation. In this chapter I focus on two state interventions in the fishery. The first is a ban on the fishery of oil sardines which was issued from 1943 to 1947 by the government of the (British-ruled) Madras Presidency. The second is a seasonal ban on trawling ordered by the state government of Kerala since 1988. I close this chapter with another example of state intervention, which, although not intended to affect fishing, has been understood by the fishermen as an unprecedented impact on the marine environment.
