Identifying the hallmarks of any country's production regime requires a high degree of abstract thinking and ideal-type conceptualization. This is especially true of Germany, however, where the economy has developed numerous important interlocking regional systems that constitute integrated industrial units, each having its own specializations and comparative institutional advantages. Most of these clusters of economically interrelated companies have preserved their interlocking character to this day, examples being the Rhine-Main area, North and East Württemberg, the sites of heavy industry and New Industries along both banks of the Rhine River, East Westphalia- Lippe, Saxony, the Hanseatic cities, the Munich area, and the industrial region of central Germany between Hanover, Magdeburg, and Halle. They are presently the backbone of Germany's export business not only because they accumulated an attractive industrial culture throughout the twentieth century but also because their transaction costs are significantly lower than those of their German and international rivals as a result of a long-standing, institutional setting that builds trust. These regions thus enjoy decisive advantages over others. Some of the classical industrial regions, such as the Ruhr District, changed their nature completely during the twentieth century; others, such as Greater Berlin, largely lost the leading position they used to have and have not fully regained it since 1945. Still others, such as the Saar, Silesia, and many similar traditional European homes of heavy industry, have not yet developed a new, competitive profile.
