We shall explore the impact of the crisis in former Yugoslavia on the process of constructing a European foreign, security and defense policy. The breakup of Yugoslavia represented a major challenge to the political order of the European continent after the end of the Cold War, and, at the same time, it put the European Community (EC)/European Union (EU) and its ambition to play a role in world politics to the hardest test ever since, marking a "baptism by fire."3 In the early 1990s, the EC was caught by surprise, poorly prepared for handling a conflict of such dynamics and intensity: "Europe as a political entity did not exist when the crisis began, and foreign-policy coordination among EC member states in the framework of EPC had been developed to deal with external problems of secondary importance, not with high politics or questions of war and peace."
