In some regions conscious extermination had become a "self-starter" no longer requiring concrete orders. In contrast to the extermination of the Jews, however, this tendency in the treatment of war prisoners was constrained by the fact that a fundamental interest in them as a work force was being stressed. The conflict inherent in the simultaneous pursuit of exploitation and annihilation was never fully resolved.
