Below the main arguments are reviewed. Which conceptual
approach is most appropriate after considering the arguments pro and contra
linking? Is that a model based on a continuum between relief and development
or one which believes that the concept of discontinuity can better
deal with the empirical, political and practical realities regarding refugees?
