JITTE is seen as an advanced kata in the Shotokan system, and it can sometimes seem strange to think that you migt go grabbing at bo staff being used against you. In this video, about an hour long, John Burke sensei shows how the techniques can be used to attack the opponent's anatomically vulnerable locations, throw, and lock up their joints. All of this takes place at close range, and against realistic types of attack; and none of it depends on the strength of size of the defender.
